p.2 The Buffalo papers are urging an early application of $20,000 appropriated by Congress in 1849 for the erection of a lighthouse upon the Horse Shoe Reef, or its vicinity. As the appropriation is likely to revert to the government for non-use, owing to the fact that the proposed site is supposed to be within the British territory, it is suggested that the light should be erected on Bird Island, which lies in our borders and forms the head of the State Pier in the Niagara River.
