p.3 Inspecting Vessels - Capt. Thomas F. Taylor has nearly completed his inspection of Kingston vessels. He is making a most thorough and minute examination. The owners object to so many holes being bored in the frames, alleging that this weakens them, but the law says it must be done and of course submission is forced.
