p.1 Capt. Donnelly jr. is soliciting the opinions of marine men in Canada with reference to the advisability of the gov't licensing pilots for the river St. Lawrence between Kingston and Montreal. When the answers are received a lengthy report will be sent to the government.

p.2 They Want New Buoys - A number of prominent mariners have drawn up a petition to be forwarded to the Hon. C.H. Tupper, minister of marine. The petitioners request that 2 buoys be placed on Stevens Bar so as to mark the ship channel; one can buoy the Myles shoal in place of the spire buoy as the latter cannot be seen on dark weather; another can buoy the shoal where the sch. Bolivia struck and sunk in 1886 between Cedar Island and Knapp's Point. The petitioners also request that 2 spire buoys put on the middle ground between Oak Pt. and Howe Island; also a buoy on the shoal off Oak Pt. and a spire buoy on the shoal near Leak's Island, where the schooner Lem Ellsworth struck and sunk in 1888.
