p.2 Kingston and Cape Vincent - We observed, on a recent visit to Portsmouth, that Capt. Creighton was engaged in fitting out the steamer Sir Charles Napier, which he intends placing on the route between this city and the Cape, so soon as the ice leaves the harbor. The Napier is a fast boat, well adapted for the purpose, having good cabin accommodations, and is being put in thorough order.
