p.2 The High Winds And The Steamers - The steamer Bay State, which made an attempt to enter the harbor at about half-past one this morning, was prevented from reaching her dock until long after two, owing to the prevailing high wind. The steamer Watertown was also very late in getting over from Cape Vincent, and had some little difficulty in getting in, but nothing compared with what the Bay State experienced. The Spartan should have reached here from Montreal last evening, did not arrive until nine this morning. Other steamers have also met with similar detentions. The Bay State remained here the greater part of the day, owing to another steamer of the line having so recently passed up.
