p.2 To The Editor of the Daily News:

Sir, - I am informed that there is a law in existence which provides that every vessel sailing in British waters be commanded by a British subject, and that full two-thirds of her crew shall also be British subjects. If this be correct, as I am informed it is, the law is being violated in the waters of Lake Ontario by vessels sailing under British colours, which are commanded and manned principally by foreigners. Whose duty is it to see that the Navigation Laws are enforced?
