p.2 The Canal Tolls On Ice - The owners of vessels connected with the ice trade here have prepared a petition to the Hon. L.S. Tilley, Minister of Customs, with a view to the reduction of the tolls through the Welland Canal on this article. The petition sets forth that owing to the mild weather prior to the first of March last the ice on Lake Erie did not form sufficiently thick to allow of the usual amount being got out for the summer supply, and in consequence a large number of vessel owners of Ontario were induced to load their vessels with ice for the supply of the American markets in the West, having in prospect only a small margin of profit. The ice having subsequently formed upon Lake Erie thicker than at one time appeared probable, those shippers who have not entered into contracts for their cargoes fear a great falling off in the anticipated demand from Canada, which may entail a loss. The prospect of loss is increased by the discovery, made after the vessels were laden, that the tolls upon ice through the Welland Canal are 20 cents instead of 5 cents as supposed. They furthermore urge that for the past two seasons the shipping interests of Ontario have been very discouraging, and the cases rare where owners have received more than simple interest upon their investments without allowing anything for depreciation of value of stock which must be considered equal to 10 per cent per annum at least, while some owners have actually sunk money. In view of these circumstances and the additional fact that some owners will have to unload their vessels if the full tolls are exacted, the petitioners pray that such steps may be taken to effect a reduction from 20 cents to 5 cents per ton, and that immediate action be taken in view of the soon expected opening of navigation.
