p.3 Captain Radford, of Wolfe Island, writes to the Mail that the Customs authorities of Toronto have no right to impose a tax of 25 cts. per hour for permission to load or unload vessels in the harbour, before or after hours. The officials claim that this is to pay them for extra duty in watching to see that no smuggled goods are unloaded, but Capt. Radford says they do not come near the vessel except to collect their so-called dues.
