Fitting Out. - The fair weather has given an impulse to business in the harbor. Many vessels have already donned their summer apparel in readiness for departure to distant ports, some to the Upper Lakes and others to Canadian ports. Other vessels are undergoing a thorough coat of paint. Another week or ten days will see the whole fleet in our harbor fitted out, and perhaps most of them cleared and on their way. The Welland Canal is to be open on the 6th of April - next Tuesday - which will be in time to accommodate the earliest vessels bound upward.
