THERE'S A NEW TUG IN.
      The FRANCIS M. BIRD, a new harbor tug, made its first appearance in the harbor this morning at 8:30 and all of the steamers, big and little, greeted it with prolonged whistling. The new tug is owned by Michael Flannery.
