Capt. S.C. Keeler, of the tug REINDEER, states that while engaged with his tug, in company with the tug OSWEGO and 2 scows, a few days since, in raising the schr. R.B. HUBBARD, which had capsized, they had nearly succeeded in getting the vessel in an upright position, and the task of raising her about accomplished, when the stm. NORTH STAR, Capt. Sweet, passed near them under full steam, which, causing a heavy swell, came near swamping both scows and vessels, and doing other serious damage.
