Buffalo Courier. -- An offer of $20,000 of which $14,000 was cash, was made through H. H. Smith yesterday, for the barge CYCLONE, rebuilt out of the old propeller PITTSBURG. Captain Hamilton and Mr. Beatty, her owners, refused it. They hold her at $25,000.
