The Oswego Herald states that the Collector of that port has seized the schooner GUERNSEY, on the charge of carrying over Hart and others arrested a Cobourg. Gov. Arthur has offered a reward of $500 for the arrest of Lett, the supposed murderer of Capt. Usher.
