Establishment of the Marine Collection Districts of Oswego and Niagara - Their Limits - Collectors at Oswego

The Districts

By section 5, chapter 22, of the acts of Congress of 1799, the collection districts of Oswego and Niagara were established.

Oswego District

The district of Oswego, including all the shores and waters of the river St. Lawrence, from the place where said river is intersected by the forty-fifth degree of north latitude, and all the shores and waters of Lake Ontario and, the rivers and waters connected therewith, lying within the jurisdiction of the United States and within the State of New York, to the eastward of the west bank of the Genesee river; and a collector to be appointed who should reside at or near Oswego, at such place as the President of the United States should appoint to be the port of entry for the district.

Niagara District

The District of Niagara includes all shores and waters of Lake Ontario and lake Erie and the rivers connected therewith lying within the jurisdiction of the United States and within the State of New York, to the westward of the west bank of the Genesee river.

List of Oswego's Collectors

The following is a list of the collectors of customs in the District of Oswego and their terms of office, viz:

Joel Burt, Auust 1, 1803, to June 11, 1811.
Nathan Sage, June 12, 1811, to May 31, 1826.
John Grant, Jr., June 1, 1826, to April 30, 1834.
Thomas H. Bond, August 2, 1841, to May 23, 1843.
George H. McWhorter, May 24, 1843, to June 4, 1849.
Jacob Richardson, June 5, 1849, to May 22, 1852.
Enoch B. Talcott, May 23, 1853, to March 31, 1858.
Orville Robinson, April 1, 1858, to March 31, 1860.
John B. Higgins, April 1, 1860, to September 30, 1861.
Charles A. Perkins, October 1, 1861, to Aug. 31, 1864.
Andrew Van Dyck, Sept. 1, 1864, to march 31, 1869.
Charles C. P. Clark, April 1, 1868, to April 30, 1871.
Elias Root, May 1, 1871, to this time.
