Cleveland, O., Nov. 30. - "If a boat leaves her dock before insurance expires she has started on her voyage, and in case she is delayed by a peril of the sea the trip can be made at the regular rate of insurance and no extra charge will be made," said a representative of the underwriters yesterday. The question came up when it was learned that the steamer UMBRIA was aground in Toledo harbor on account of low water, and might not be able to get out before the regular insurance expires. The UMBRIA left her dock at 1 0'clock yesterday morning, but the southwesterly winds lowered the water in the harbor about four feet, and she grounded in the channel.
