VESSEL OBSTRUCTION. -- Today two attempts were made to blow up the hull of the old schooner GOVERNOR, sunken below Cataraque bridge and an obstruction to navigation. The two discharges of nitro-glycerine were not productive of the desired effect.

      The owner of the schooner GOVERNOR, which has lain for a number of years in Catqraqui Bay, and which was recently blown up by dynamite, will take an action against Alderman Gaskin for the value of the hull so destroyed by him.
