Justice Scott of the Illinois supreme court has granted a stay of the proceedings in the case of Harmon vs. the city of Chicago. The case involves the legality of the smoke ordinance passed by the city council and which compelled the tugs on the river to use charred coal or smoke consumers, both of which had proved impossible to do. The tug owners, railroad companies, and others presented a long petition to the justice for a rehearing, with the above result. They are greatly elated over their victory, which in the end they think will be a permanent one.
