Gathered in the Local Harbor. It is reported that the tug Kate Williams dragged anchor and went on the beach at Jackson harbor. United States Marshal Well went to Washington Island on Tuesday to investigate the matter. The latest move in the Williams controversy is that John Martin has filed a complaint with the board of inspectors in which Capt. John Hayes is charged with being incompetent and cites a number instances of mismanagement to substantiate this allegation. He asks that the license of Capt. Hayes be revoked.
