p.2 City Council - a Communication - about a letter asking Her Majesty's Gov't to establish a Consular Agent at Oswego, "and enclosing a copy of a despatch from Lord Lyons, Minister at Washington, stating that the office was abolished on account of complaints of shipowners of high charges, and that Lord Russell, with whom he had communicated, had advised that no appointment could be made, without the fees were collected - which the shipowners were adverse to."
