p.3 Running - str. Kelley between Cape and Alexandria Bay.

-Good - owners of yachts and sailboats let for hire should make sure each has a rope 50' long to be used in emergencies.

-Contradicted - Capt. M. Dalton denies sch. Elgin was ashore in Straits.
