My guess is that this vessel is the City of Montreal. One of 5 "city class" package freighters that sailed under City names for CSL from the mid 1920s to 1961. They were City of Hamilton, City of Kingston, City of Montreal, City of Toronto, and City of Toronto."

My vote is for Collier as well. The detail is a bit on the fuzzy side but there appears to be a bridge running the length of the hatches. The bridge carried a bucket that was used to unload the vessel.
