To me it looks like the Queenston St. bridge in St. Catharines.

To the best of my knowledge, there has only ever been one double rolling leaf bascule bridge on the canal, and it is at the Queenston/Homer crossing.

There has only ever been one bridge over the canal like this. It's the Homer bridge

I would say that that is the "Homer Bridge" before the St.Catharines Skyway was built!
