This image appears to be during the flood in 1878, which you also have a picture of, (Specifically the York State, Jessie/St. Andrew, and a part of the floating bridge (Which might be the barge Hercules but that may be incorrect.)

Stereoview tentatively identified as Ashtabula. A schooner and scow schooner are tied to a wharf where they appear to be unloading ore. In the middle ground are two ship chandlers with "grocers" and "Provisions" painted on the buildings. In the background two tugs and two three-masted sailing vessels.
