The Undersigned, Inspectors for the District of Detroit, Michigan, certify that John Massey having been by them this day duly examined touching his qualifications as a ___ Class Pilot of a Steam Tug on Saginaw River and Bay they to certify that they are satisfied he possesses the requisite skill as a Pilot and is trustworthy and faithful, and do license him to act as such within the said bounds, for one year from this date.
