It is not a difficult job to secure small appropriations from congress for surveys and estimates of cost on ship-canals, but it is another matter to obtain money for the construction of such canals, especially the big schemes that appear all right on paper, but which are impractical from a commercial standpoint. The Lake Superior-Mississippi river canal scheme belongs to this class. A board of army engineers has just re- ported that the cost of this canal would range from $7,500,000 to $30,- 000,000, according to the different routes and the sizes proposed. The latter figure relates toacanal of asize suited to lake vessels, but the estimate would undoubtedly be doubled in the cost of the canal if the building of it was ever undertaken. It is probable also that. thee en- gineers did not lie awake nights over their figures. Pilot McLaughlin of the passenger steamer City of Detroit, which has begun service between Detroit and Cleveland, says that on his first trip down the Detroit river he noted several water marks which have proven reliable in previous seasons, and from these, as well as measure- ments which he made at Detroit, he is satisfied that the water in the river is about § inches lower than it was at this time a year ago.
