An agreement has been reached in the conference committee upon an to the bill which it is thought will prevent amendment river and harbor any delay: in the construction of the third lock at Sault Ste. Marie. This agreement is embodied in an amend- ment which is proposed by Senator Frye, chairman of the senate commit- tee on commerce. In his amendment Senator Frye follows closely the law by which failroads condemn property in Ohio. The government will be au- thorized to take posession of property necessary for the construc- tion of the new lock and the valuation of it is to. be determined by apprais- ers, If the owners of the property are not satisfied with the valuation fixed by the appraisers they are allowed an appeal to the courts. This appeal will not prevent the government from pro- ceeding with the work on the lock. It is possible that litgation growing out of the water power rights at the Sault may be pending long after the lock is completed. * "In my opifiion," said Harvey Goul- der, who is in Washington, "the amendment proposed will prove a sat- isfactory solution of the difficulties. It appears to me that all of the interested parties will have ample protection. by this amendment and at the same time the work on the lock will not be de- layed on account of any litigation that may grow out of the work of obtain- ing possession of a property along | the St. Mary's river." - of a downward tendency the | er tubes has been advanced $4 on base sizes. In finished lines, specifications are being received in very large volume and new business in nearly all products is sat- isfactory, although some structural mills are anxious to obtain some orders be- fore the spring rush sets in. Indications in pig .iron prices, noted last week, are not so strong at present, though the position of buy- ers of steel-making = 'iron in insisting upon a $20 quota- tion is, still firmly maintained. Independent manufacturers of finished products, particularly of sheets, are not buying any more crude steel than is ab- solutely necessary. The United States Steel Corporation has placed an order ag- gregating 9,300 tons of low phosphorus iron for delivery. in June, July and Au- gust. BECKER ENGINEERS.
