20 : RULES FOR THE CONSTRUCTION OF STEEL VESSELS. 8. Section 1 enumerates the various class grades and their accompanying term of years, at the expiration of which a survey, as described in Sec. 3, becomes due. 9. New vessels built in conformity with the rules and tables contained in the Register will receive the 100 class for a term of 4 years, at the expiration of which time the First Periodical Survey becomes due, and when built under the supervision of a surveyor for the Register an additional one year will be granted for each of the 1st, 2d and 3d periodical surveys, and for each periodical survey thereafter, a term of four years will be granted, so long as she retains her original class and Secs. 3 to 6 are complied with. 10. Steel and iron vessels of the 95 and go class will be subject to periodi- cal surveys at the expiration of every 4 years so long as the vessel remains on her original class and complies with Secs. 3 to 6. 11. New vessels built to the class grade of 85 and under will not be entitled to the supervision symbol. 12. Vessels already built must be submitted to survey, Sec. 3, when a class will be assigned in accordance with their construction and general condition. 13. The class and term of periodical survey for vessels of all grades will be found in Sec. 1, Page 19. 14. Whenaclass is given it is understood that the vessel shall be main- - tained in a good and efficient state of repair, properly equipped and found, during the period of time assigned her. 'The Committee reserve the right to suspend the class when the above conditions are not complied with. 15. In no case will a class be given by a surveyor, but by the Classification Committee, after due inspection of building plans and surveyor's report upon the general condition of the vessel. 16. Vessels propelled by steam must have their machinery and _ boilers examined and their efficiency certified to by an engineer surveyor appointed by the Society. See Sec. 88. 17. Donkey boilers and engines of sailing vessels and barges for working ballast pumps and other equipments must be examined and their efficiency certi- fied to by an engineer surveyor appointed by the Society. See Sec. 88. 18. Vessels classed in the Register, receiving damage by fire, collision, stranding or any other cause, must be submitted to examination by a surveyor ot this Society, or in default, the class is liable to be withdrawn. 19. When the rating assigned, in accordance with the rules and tables of the Register, is questioned by the builders or owners, the matter in dispute may be referred to the Classification Committee for a final decision, or the point in dispute may be referred to two competent, disinterested men, who, in the event of a disagreement, shall choose a third party, and his decision shall be final. It is understood that the payment of the survey fees shall constitute the only claim that can be recovered from the party that fails. 20. A fee of from $10 to $50 will be charged for examination and approval of building plans and specifications, but this fee will be deducted from the classi- fication charges when the vessel is built under the supervision of a surveyor for Great Lakes Register. 21. Structural alterations of vessels classed in the Register must be made under the inspection of a surveyor for the Register. 22. When the type of machinery or boilers is of a novel description and consequently experimental, the character [xX] will be inserted in the symbol column of the Register. 23. Whether the vessel be classed or not, the survey fee becomes due when the surveyor has been formally requested to survey the vessel. BUILDING AND SPECIAL SURVEY. SECTION 2. 1. Application for class must be made in writing to the Classification Com- mittee at the main office. z. To obtain a class, full and complete building plans must be sub- mitted to and approved by the Classification Committee and signed by the Chief Inspector. 3. Before granting a class to vessels already built, the efficiency of the vessel must be established by a careful inspection of hull, equipments and outfits. See Sec. 3,
