April, 1917 THE MARINE REVIEW America’s Harbor Bill By Herman Bleyer Secretary, Milwaukee Harbor Commission. The figures embraced in the statistics ‘presented herewith, and accompanying in- formation, were gleaned from th: annual report of the chief of engineers of the United States army; also from “Ports of the United States,” a report of the ter- minal facilities, commerce, port. charges and administration at 68 selected ports of the United States, by Grosvenor M. Jones, commercial agent of the department of commerce; also from the report of the Chicago harbor commission, and from ‘various other sources. In many cases greater harbor outlays are in contem- plation, but the figures given show the ‘amounts in hand or actually expended up to and including the year 1914. Blanks indicate no expenditure. The compiler ‘was unable to secure the actual freight * tonnage handed in the harbors of the Do- minion of Canada, or the expenditures. which is likewise true of the harbors of the old world. The tables show the ton- nage of each port, the value of its com- merce and the expenditures of the national and local governments for harbor improvements up to Jan. 1, 1915. Since that date accurate figures are not available.
