That there is a serious divergence of opinion in the shipping board in regard to this policy comes out forcibly in the recent tangle over the Dollar bid for the five President ships. A full discussion of the subject will be found in this issue. We all know that the government is carrying out a diesel conversion program. An account is given in this issue of the present status of the work.
