Sabin, Vice President Successor to Livingstone Is Well Known in Lake Steam- ship Circles and Held the Office of Vice President of the Association—New Vice President Will Cleveland— To Improvements to Naviga- : tion on the Great Lakes fe T HAD been rather expected. that I the Lake Carriers association would wait until their next annual meeting before electing a new presi- dent to succeed the late William Liv- ingstone. However, a feeling became L. C. SABIN general to take action in this matter and a meeting of the directors was called for Nov. 18. Practically all of the steamship companies belonging to the association were represented. At Reside in Work for this meeting J. S. Ashley was elected \ president, and L. C. Sabin, general superintendent of the United States © canals at Sault Ste. Marie, was elected vice president to succeed Mr. Ashley. Mr. Sabin will reside in Cleveland and will particularly concern himself with matters pertaining to improvements in channels and all manner of aids to navigation. Herbert K. Oakes, man- ager of the Bethlehem Transportation Co., and the Franklin Steamship Co., was at the same meeting elected a member of the executive committee, succeeding to the place made vacant by the death of Mr. Livingstone. As there is now no good reason why headquarters of the Lake Carriers as- sociation should be maintained at De- troit, they will very likely be shifted to Cleveland. Definite action along this line will probably be taken dur- ing the next annual meeting. The new president of the Lake Carriers is very well known to all lake shipping men. He has been vice president of the Lake Carriers association since 1915 and has been chairman of the advisory committee of the Great Lakes Protective association since it was founded in 1909. Mr. Ashley started his career as local manager for the New York & Cleveland Gas Coal Co. in 1888, and until 1900 was in charge of the movement of lake coal shipped 451 by that company. Since January, 1900 he has been associated with the M. A. Hanna Co. At first he was in charge of the lake coal shipping department, but from 1908 on, he has been the manager of the Hanna fleet. The election of Mr. Sabin as vice president of the Lake Carriers associ- ation is a progressive step definitely taken to offset the great loss of Wil- liam Livingstone’s efforts in behalf of lake shipping. He comes to the task exceptionally well fitted. Since 1906 he has been general superintendent of the canals at the Soo. He took a leading part in the widening and deep- ening of the canals, the construction of a new emergency dam, the con- struction of compensating works for Lake Superior, and the design and construction of new navigation canal with third and fourth locks. He was also connected with the construction of the West Neebish channel for the use of down-bound vessels, which was opened to navigation in 1908. Mr. Sabin has had under his direction and supervision since he assumed the office of superintendent of canals, the ex- penditure of millions of dollars on the canal system and this experience will be most valuable.
