That is $210,000,000 a year or ten times what this legislation has averaged to cost each year. That alone is worth while. But that is not all. Everyone who has studied the subject knows that wherever the American ship goes there we find an expanded American trade. Everyone who has considered the matter realizes that the building and operating of ships furnishes employment to many Americans. Everyone who has given thought to our sea power understands that the Navy without suitable types of merchant ships is handicapped to such an extent that it is almost useless. Continue to build up an adequate Merchant Marine, for America cannot rightly prosper without it.
