The company does a large interchange business, that is, traffic carried in conjunction with railroads. In practically all cases, the freight had to be handled twice, from freight cars to the freight shed floor and later to the boats, or vice versa. Two separate gangs of men were maintained to move the freight. One set of workmen, known as the street gang, handled freight from _ railroad cars, or city freight from wagons and trucks, to the floor of the warehouse. The second gang, the _ stevedores, handled freight between the boats and freight sheds. The expense of freight handling was further increased by the charges for towing the steamers from the main dock to the second freight warehouse and the loss in time of the street gang and stevedores while the boats were enroute.
