28 MARINE REVIEW. [January 24, CHANGE IN THE COST OF BATTLESHIPS. Secretary Long has written a letter to the chairmen of the congress- ional committees on naval affairs advocating a change in the limit of cost for the two battleships and the two armored cruisers recommended in his last annual report. In the case of the battleships he urges that the limit of cost be increased $250,000 in each case,-and that a decrease of $250,000 be made in the limit of cost of each armored cruiser. He explains that his recommendation is based on experience gained in the recent competi- tion among ship builders for the construction of naval vessels of the character in question. The bids received for each class of ships showed that the limit of cost was too low in the case of battleships and too high in the case of armored cruisers. The change recommended would make the limit in the case of battleships $3,850,000, and in the case of armored cruisers $4,000,000, but, as the secretary explains in his letter to the com- mittees, would not increase or decrease the total appropriations necessary for the four ships last recommended by the department.
