[CIRCULAR TO COLLECTORS OF THE CUSTOMS OF THE UNITED STATES, IN THE DISTRICTS BORDERING ON THE CANADIAN FRONTIERS]

SIR:
In consequence of the disturbed condition of affairs at present existing in the British provinces of Upper and Lower Canada, and with the view of insuring due compliance with the acts of Congress and the treaty stipulations in force between Great Britain and the United States, and thereby preserving a strict neutrality on the part of the Government and the people of this country, orders, by direction of the President, have already been given to the respective district attorneys, to have all citizens, or other inhabitants of the United States prosecuted, who may be concerned in any manner in violating those laws or treaties.
By a similar direction, you and your officers are required to co-operate with the district attorneys, and other United States officers, in all legal modes to assist them in the accomplishment of thes objects before stated.
