My perspective of this photo is; The camera was roughly where the Sheriffs station is today. The building on the right resembles the armory building and it is late afternoon. The steam boat is going up river. The people on the dock, dressed in there blazers are celebrating the winner of the regatta they had sailed that day. The boats raced were a gaff rigged,scow dinghy, (see six of them in for ground, one behind the fence). The day of the week was most likely Sunday.
