LAUNCH AND ACCIDENT. ---The RUSSIAN, a new vessel, the best boat thatwas ever set from the Oswego yards, was launched yesterday afternoon. She is about 400 tons burthen, and will carry 17,000 bushels of grain through the Welland Canal. The owner are MessrsSmith and Post. She was built at Miller's yard.

Mr. William Whitan, while at work painting this vessel, fell from a staging, from about 16 feet, and sustained injuries that will probably prove fatal.
