VESSEL BUILDING AT MILWAUKEE. - We learn from the Milwaukee Wisconsin, . . . . At Allen, McLelland & Co.'s yard, they are building a scow calculated to carry 80,000 feet of lumber. She is nearly completed, and is built very staunch and strong.
      Near the scow lies the schooner THREE BELLS, which has just been rebuilt at a cost of $4,000.
