NEW TUG. -- Mr. Bell has just finished a fine new tug for Capt. Wm. Bryan, called the PHILO S. BEMIS. Capt. B. intends, for the present, to use her for towing boats on the canal. He starts for New York this morning, with two boats in tow, loaded with staves. He tows them for 20 cents per mile. So says the Express.
