      Port of Black Rock
To the owners of the Horse Ferry WATER WITCH, and all ferrymen employed on the ferry plying between this port and Waterloo, Upper Canada.
      Gentlemen: From and after this date, there will not be any regular U. S. Collector's office kept at this port, consequently, you will not be permitted either to "break bulk" from on board any of your boats, or to suffer any passenger, passengers, or any person to do so, of any article of any kind, name or description, either in large or small "packages."
