Capt. Palmer informs us that the schr. ALFRED ALLEN will have to be jacked up and launched from her present position on Rock Island. During the gale last week she was lifted so far up that tugs are of no use. The schr. WM. RAYNOR is in a similar predicament near Gravelly Bay.
