A sailor was drowned off the deck of the barge IRENE yesterday as she was being towed by the tug CORSAIR, with a picnic party aboard.
      The police of the 10th. Precinct learned of the drowning last night, but were unable to locate the tug and secure the name of the dead man. The body has not yet been recovered.
