Smith, Davis & Co., who held the insurance on the barge H.R. NEWCOMB, have come to the conclusion that she is a total loss. Last fall she went high on the beach near Oswego, and it was believed she would go through the winter without material damage. The ice, however, has broken down her decks and used her up completely. The NEWCOMB was owned by Hall & Co. of Ogdensburg.
