BOAT STAYS ON BOTTOM AT ISLAND.
Plans to raise a sunken boat from Toronto harbor waters didn't quite come off yesterday.
      Volunteers from two Metro scuba diving clubs, working on behalf of the Canadian red Cross Society, spent several hours trying to hoist the remains of the BALTIC BELLE from 25 feet of water between Ward's and Algonquin Islands. Using only ropes and a tractor, the divers managed only to retrieve a small motor boat and assorted bits of rubbish.
      The 48 foot BALTIC BELLE, weighing 45 tons, resisted all salvage efforts and remained in its watery grave.
      The ship, the called the THETIS, brought Estonian and German refugees to Canada in 1948. It sank in 1955. The Red Cross claimed it was a navigational hazard and undertook its removal to attract attention to Water Safety Week, June 3-9.
After the frustrated attempt, Doreen Johnson, director of public relations for the Red Cross, commented, "I wish I'd never heard of the boat."
