We notice that the boatmen are caulking and painting the boats lying in the Canal Basin, preparatory to the resumption of Spring navigation. Every thing now in the business line begins to wear a more cheerful aspect. Forwarders, boatmen and business men generally, are looking forward to the opening of navigation with a great deal of interest.
