The steambarge I.N. Foster is still lying at the dock waiting for a freight. Capt. Packard says his boat discharged her last cargo at Chicago on July 28th, since which time he has been waiting for an offer that had in it enough to cover running expenses and a very small margin of profit, but without avail.
