p.2 City Council - moved that a special committee of Council be appointed to investigate and ascertain the amount of money invested by the Corporation of the City of Kingston in the Wolfe Island Canal Co.; how such money was expended; the present position of the city stock, etc. "At the time the last debentures were issued, they were issued with the understanding that the Council would not be called upon to pay them until the Canal was sunk 6 feet deep throughout, but the fact is it is not 2' deep."
