p.2 at a meeting of the Merchants of Kingston held at the Court House:

#2 - resolved, that the free navigation of the River Saint Lawrence cannot, in the opinion of this meeting, be granted to the citizens of the United States, without seriously affecting the best interests of the Canadian people, who should be secured in the exclusive enjoyment of the carrying trade within their own boundaries.

(negotiations currently going on in England with the Americans)
