This photo was taken from the south, i.e. *looking* north, not *from* the north as stated in the title. You can tell by the lock gates, visible in the foreground just beyond the bridge the point of the V is always upstream. This agrees with your Description looking northward from Lock 2, one would indeed see Lock 1, Port Weller, and Lake Ontario.

(Looking south, one would see the Homer Bridge (Queenston St.), Lock 3, and the Glendale Ave. lift bridge. In the far distance, one might just be able to spy what is the foreground of http://images.maritimehistoryofthegreatlakes.ca/937/data?n=1 -- the Flight Locks (#s 4, 5, and 6). These days, the immediate foreground would be taken up by the Garden City Skyway (QEW), but that wasn't built till the 1960s.)
