NO MAIL -- ANOTHER STEAMER BROKE DOWN.-- We learn that the steamer Arctic, which left Chicago yesterday morning for this city with the mail and passengers, broke her shaft or some other part of her machinery when near Waukegan and was towed back by the Cleveland, going south. So the Pacific and Cleveland are only left to continue the line, and the mail-service is getting to be semi-occasional instead of daily. Hurry up that railroad, Gentlemen of the Lake Shore line. Patience is doing her best just now, but shows symptoms of failing.

The accident to the Arctic took place about 10 miles south of Waukegan. She cast anchor, and lay for about 3 hours, when she was taken in tow:

LATER, 9 P.M. -- We learn by a private despatch that the damage to the Arctic is so serious as to lay her up for the season. The Pacific will leave at 9 this morning for Chicago, and the day line will be kept good, barring accidents.
